While most inhabited terran regions contained both internets & intranets, the terran Overnet was much more limited. Terrans lacked anything but the most experimental, basic, and uncommon FTL comms. (Usually limited to single digit bits per transmission). Instead, they relied on hyperspace drones to relay copies of local internets & intranets around the Terran Accord.
Affini networks, in comparison, make extensive use of their hyperlight ansible network, connecting all of Affini controlled space (including the Terran Protectorate) in a vast Overnet. This network is highly distributed & decentral. Even affini hyperlight signals, as fast as they are, are not infinite in speed, and between the time they take to actually transmit & the time they take to be routed, it would take on the order of several terran years for information from one side of the Affini Compact to reach the opposite side, given the sheer distances involved.
