The Terran Accord was a corporate state. It pretended to be a representative democracy but instead was an oligarchical fascist empire, run by a few rich quadrillionaires like the Altair family. It controlled hundreds of systems (though the Affini Compact has found their record keeping very very lacking) and had a radius of about 500 light years around the Sol System.
The Terran accord had conquered the Rinans and committed atrocities against them while exploiting their species for capitalist gains. Terran Supremacy (xenophobic racism) existed in the upper echelons of both the government and navy.
The Accord had forge worlds that were just planetary sweatshops. The Accord left earth a barely hospitable planet, a majority of the surface outside of the poles was mere slums. The wealthy elite are literally above the law in the Accord. They live in their personal paradises built on the backs of an exploited workforce.
The Accord is run by a president that maintains the status quo for the corporations that placed them in office.
Yet the Terran Accord had even more arbitrary restrictions on behaviour, both those explicitly enshrined in law and those implicitly coded into the power imbalance of the relationship between the rich and powerful and the common individual.
The Terran Accord didn't allow individuals to make repairs to their own devices. One couldn't produce music or writing or art that was even marginally close to something a corporation had produced within an algorithmic margin of error. Nor could one protest against genuine horrors perpetrated by corporations or governments without risking one's own life. Simply existing in most spaces was a crime without paying for one's right to be there.
